Former President Dr Cheddi Jagan was passionate about keeping overseas persons off the list. He argued that a list containing approximately 16% overseas persons was flawed. He said never in the history of any country there was such a large percentage of people coming from outside. He said it was immoral.
PPP supporters were also very vocal in opposition to overseas Guyanese on the list. In the video below two PPP supporters speak in disparaging terms about the patriotism of overseas Guyanese. Dr Jagan described these sentiments as moral.
Dr Jagan was firm in the belief that that 16% overseas persons on the list will compromise the integrity of the elections. In 2019, Bharrat Jagdeo has the opposite position. He wants a list with 33% overseas persons. He is claiming that House to House Registration would disenfranchise these persons. However, unlike the total removal Dr Jagan argued for, the House to House Registration will provide an opportunity for all overseas Guyanese to present themselves in Guyana.
The convenient evolution of the PPP’s argument about overseas persons on the list is cause for concern. It is clear that the PPP wants a bloated list to commit fraud.
